It didn't say you have to use all 9 sweets. So, 1 sweet in each of the four bags, and chow down on the other five.
Oops, correction, saw that was added later, so hmm, got me! Doesn't seem doable, but maybe I'm too sick (got a bad cold, booo!) to figure it out.

Just had a quick spliff, think Ive got it. If 9 is an odd number then I think Ive got it.
You put a bag in a bag. You then put the bag thats in a bag, in another bag. Put the bag thats in a bag in a bag in yet another bag. Put the sweets in the bag thats in a bag thats in a bag thats in a bag. You now have 9 sweets in each bag.
