Many more people use legal drugs than illegal ones, meaning that if the same number of people used illegal drugs as legal drugs, then the deaths from illegal drugs would most likely be much higher than from legal drugs. Most illegal drugs are probably less harmful than legal ones though if used correctly, and if they were legal they would be even more safe since they would be regulated.
