The small-time growers are probably good for law enforcement, since their money stays in the economy and is spent on lights and nutrients and stuff, which keeps people employed. And at the same time, little or none of their money ends up in the hands of organized crime, whereas if they just bought their stuff on the street, it would. If you had access to statistics, there's probably an equation: every X number of small-time growers they bust, Y additional cops are killed by guns purchased with money that ended up in the hands of organized crime that otherwise wouldn't have.
