they count driving under the influence as long as you have thc in your body...that means you could've smoked weeks ago but theyll count it it as a drug related accident because the government are just dicks like that... and people have no buisness driving when their high anyway..theres certain things u shouldnt do while your high and driving is one of them...the only reason they say its a drug is cause its illegal..im sure when weed was legal it wasent considered a drug
