How long will it take me to go from seeds to smoking the finest of the dojah?

I plan to use Scrog or SOG, want to grow maybe 6 plants.

I also have a few more ?s

1. I have a 400 watt HPS, it seems to be that this is best suited for flowering, correct?

2. What size fluoros should I just for the beginning and Veg?

3. Charcoal filter or Ozone Generator which is better at completely removing all marijuana odor?

and last

4. Big jump on power bill with the use of the 400 watt? I live alone, hardly use any lights, but I have a big ass TV so I am sure that I am eating up some power.
