NOOB LIGHTING QUESTION~!!!!~~!!!!

Ok, so i want to try and start growin some ganj, but ima complete noob! i was wondering if my 15-25 watt (not really sure of wattage, but around there) fluorescent light would be efficient for starting seedlings, and maybe efficient enough for the veg cycle... also i bought this 1000 watt HPS bulb for 34 dollars on ebay, but im not sure if i have to buy a completely seperate ballast for it, or if i could just use this portable clip on lamp i have (like the ones you see at construction sites). ALSO what kind of nutrients would you guys recommend for a begginer? any help appreciated, THANKS!!!!

That HPS bulb will have to be ballasted. And i would use several flouros for seedling/ veg
