It's a simple but highly complex formula...

Towns need revenue. One way they get that revenue is by attracting new residents and businesses. More people in the town means more money being spent, more taxes, more tickets to be issued, yadda yadda yadda.

Now, you take a laid back town and you start attracting all these new people. You want to continue to attract them while also controlling the bad element. So what do you do...step up enforcement, create a 'drug tip' line, police harder.

Money is at the root of it. Your town wants money. They'll make less if they can't attract new residents. What good is it if the people moving in move out in 6mos, a year because they don't feel safe. Money talks, bullshit gets a trip to the County lock up.....remember, don't drink the juice!
