Yes, you do need a kiln.

A Kiln gets thousands of degrees celsius hot. An oven just doesn't compare to that. It uses super heat that takes a good hour, commonly longer to finish.

You can cook the unglazed clay in the oven, but you should not smoke out of it. Things made with clay are typically made for decoration. The intructions you got with your clay do not know that you will be touching flame to it and burning stuff in there. It will burn away and taste gross man, so you do need a kiln to set that glaze on there. If not used in a kiln, like said, you will just be smoking the fumes from the pain as it will just sit on the surface of the clay, not cook in like a kiln is designed to do.
