One word: incompetence. Expecting the government to be perfectly competent at dealing with everything in every novel situation is just plain ludicrous. If the Bush administration couldn't and wouldn't use its vast conspiracy powers to fake some evidence of WMDs in Iraq, they can't conspire for shit.
