NorCal for sure! I live near Mt. Shasta and it's beautiful up here. I pay $650 for renting a 4 bedroom doublewide in a nice trailer park in the country. It's a fairly good deal- been here a while. I have to travel to Redding to see my MMJ doctor. BUT the relief of being legal is unbelievable. My hubby and I have 12 plants in a closet (our legal limit). Before you leave, get a copy of all your medical records- just explain that you are moving and want your new doctor to have them. Do this at least a month in advance- they may drag their feet. In California, all you would have to do is make an appointment, take in your records, get a quick physical, pay the nice doctor and walk out legal. Yes, it's that simple if you have a real medical condition. You do not need the state medical marijuana card, just the doctor's written recommendation (Don't leave home without it!). The amount of plants that you are allowed to have is either the default 6 mature plants or 12 immature and 8 ounces of dried bud, or what your doctor recommends- however some counties allow more than the default amount- check with California NORML for details. Oregon is a good choice too.
