Heres a short guides to CFLs I made awhile ago.

You need to go with cool spectrum or sunlight bulbs for vegging...during this stage you want your Kelvins to be high, like 5500. Also, you want to look at actual wattage...not wattage equivalance. For example...a 100 watt equivelant CFL is only actually 26W. Sometimes you can find one that's 27. That may put off about 1600 lumens.

During flowering, the warmer spectrum bulbs are going to be best. They fall in at about 2700 Kelvin.

And in my personal opinion, it's good to have a few warm in with the cools, and a few cools in the warm to even out the spectrum. During vegging use mostly cool with a few warm. During flowering use mostly warm, with a few cool.
