I'm in Ottawa, Canada, and the pot related comercials are more like, "Don't Smoke and Drive" comercials. Rather than trying to tell people not to smoke, they just tell them not to drive when they smoke. Another reason I love Canada.

One shows these two guys just sitting in this bedroom and all you hear is this Jamaican accent voice going, "What do you think you're going to do? Smoking pot and thinking you can drive? Stupid!" Or something like that, and then the best part, it shows where the voice is coming from, and it turns out to be a tribal mask on the wall talking to them.

Another shows a picture talking to a guy as he reaches for his keys telling him, "You're way too high my friend, way too high."

Rather than trying to be all serious, they mix in some humor to get the message across. The message being don't drive after smoking, not don't smoke.
