Question: Will this bill allow individuals to grow hemp or not? If not, while it might be a step in the right direction, it won't actually do much besides help the Californian economy a little bit.

^^^^ that is a question i should have asked i assumed that it could be grown by comercial grows and regular people..... wouldnt that be cool to go to home depot and buy a hemp plant...

Hemp farming seems like a double-edged sword to me.
On one side, it allows California farmers to get in on the hemp industry and hopefully lowers the price of hemp and makes hemp products more prolific. It may also help make it harder for helicopters to spot outdoor grows.
The other side, though, is the worry of cross-pollination for outdoor grows. And the major conflict of interests that will occur when cannabis is fully legalized, and hemp farmers and marijuana farmers are at odds with each other.
But definately a good step, as long as the governator gives his approval and other states follow suit.

This is a major, and I mean really major, score for those who be'eth cool. You think MJ is illegal because someone is down on your buzz? It's illegal because hemp bit into someone's pocketbook, mainly William Randolf Hearst and his papermill interests. --(always remember, just follow the money).
So one state tells the establishment to go get fucked. Other states see the wisdom (and the cash) and follow suit. Suddenly we don't have to clearcut forests for junk mail paper, legit cash crops and revenues start coming in, States start seeing dollar signs, the fuzz will have to spend a bundle proving seeds, plants n' such aren't ruderalis (something they're not going to do).
The Neonazis will have to throw up their hands on enforcement unless they want to put botanists in uniform. Dumbasses in Government will realize they have more money in the coffers for other things because they don't have to spend as many billions on the 'War'. Criminal cartels will loose major profits, the DEA will loose major profits, corrupt law enforcement and politicians will loose major profits, and the World will enter the thousand year rein of peace and love as predicted by the great prophet Willy Nelson!

Never touch the stuff.
But really do you think in one broad swoop they're going to come in and make all cannabis legal? Nope, nope...not gonna happen. It's going to be little gains like this one that brings it about. And this wasn't just a little gain. This is a major leap in the errosion of the Fascists control over us.
Finally a strategy that works. Reasoning with people doesn't work, logic doesn't work, protesting doesn't work--so it's going to take fighting fire with fire, or profit motive vs. profit motive. We've scored bigtime and everybody should be all over this! Here is a gigantic victory and NORML news barely mentioned it as the third story?!
