Yes, the government follows the Constitution, but much like Christians reading the Bible, more often politicians just "interpret" the Constitution to mean whatever it wants the Constitution to mean. There are many conservatives who don't even believe there is a separation between church and state, and many liberals who don't think the Second Amendment says we can have guns.
