You shouldn't hurt yourself man or you will damage it, some men don't retract fully because the frenelum, can't spell it, on the underside of the penis (that tiny bit of skin), that goes from nob head to shaft dosen't seperate and causes tightness, give it a year or something and if its not sorted go to a doctor and get it snipped under local anathetic, you certainly don't need a fucking circumsion man, that's like the very worst case senario and its bascially never done.

Dont mean to be a contradicting prick(no pun intended), but circumcision is extreemly common in the western world as well as the middle east. a circumsised penis is more hygenic than an un-circumcised one and it is also far more appealing to the girls than the conventional 'last chicken in the store' look.
However other than that, your advice is pretty sound. he should wait a year but it would do no harm to see a doctor all the same. I'm circumcised by the way, for the same symptoms this kid is describing.
