I wouldn't call it proof. The U.S. government can't legally declare them dead. Common sense should dictate they they are dead, and it's a safe assumption until otherwise proven.

But in essence, what does it prove if some of them are alive? That the FBI fucked up identifying them? I wouldn't stretch it to say the government is lying about their identities to the people as conspiracy theorists use this argument.
