I wouldn't normally recommend stealing, BUT you 16 theres not much you can do. Soooooo, go to CVS(if you have those near you) and look for the cigar/tobacco isle. They will have these bags of rolling tobbaco (for rolling you're own cigarettes). Look for some called "tops" tobacco, those bags of rolling tobacco have a pack of rolling papers sticky glued to the front. So nab one of those and then buy a drink or something so as not to arrouse susspicion.
