Question about nutes for Bubbler

When we are told to use a 33% strength solution does this mean that: With a 3 gallon bucket you put in the first gallon and mix your nutes using like a 3-2-1 mix and then just put in two more gallons of water??

For a 9 gallon bucket would you mix the 3-2-1 with 3 gallons and then add another 6 gallons of water to attain the 33% solution??
