carbonated water ????

I just watched the DVD " I Grow Chronic" It had some interesting points and was pretty entertaining.
The guy in the video talked about using "fizzy" water to spray plants, he says the plants will soak up the CO2 from the "fizz" ..
Is fizzy water just carbonated water ?? and does this work in small grow rooms??
Would you do it in bloom as well as veg??
