I doubt if the ringing is a symptom but the condition is called paranoid psychosis. We really shouldn't make fun because it is a serious medical condition.
My brother-in-law sees the black helicopters spying on him. He also thinks he's the reincarnation of St. Peter. The "I'm Jesus' stuff seems to go hand in hand with it. (think David Koresh)
The simple fact of the matter is, though the Government might be unethical enough to attempt such shinanigans, they're simply not competent enough. (Nixon couldn't even cover up Watergate, much less bug peoples brains). Besides that, they're lazy-ass government employees milking our tax money, so they're really not ambitious enough to work that hard at it.
But there's no convincing anybody. St. Peter himself couldn't convince my brother-in-law he's not the reincarnation of St. Peter.
