Another huge factor is that with hemp you can make, Paper, Cloth and Plastics. And you dont need petrochemicals to do it like you need for making paper from tree's, cloth from cotton and plastics from Oil.

The oil and petrochemical coroporations like Dow Chemical are the ones who stand to lose billions if hemp growing was legal.

And that money would go into the hands of the farmer and local industry. The global elite cant have that, for them its all about centralazation of power.
