Outdoors, in a secluded area where nobody walks or goes. Look for no trials of any kind in your grow area outside.

The best place is in your yard though. Especially if no one can see in your yard, like a house or a place with no back alleys. That way, only way in or out of your yard is the front entrance, which is not easy to sneak by with other homes and people around. In a greenhouse, preferably with no top, just side protection. One, so the plant can get full sun exposure, two, to keep it secrative and the only way to see through the poly plastic is to open it up or look over top.
