It's not really the height that's important, its the amount of vegetation. Ideally you should wait until you have some side branching and the take clone from that area. Now, there is a thing that botanical scientists do called tissue culture, which can be done using a single leaf... but that is probably out of scope.

I'd make sure you know it is a female before I took any clones unless this plant is from another clone. Then I would read this link as it answers every question you could possibly have about cloning.
