I don't care about a stranger's Father, but, if they asked for help, I wouldn't say "No one cares about (your father) 10-20%."
The quote must be old, the numbers are probably higher, now. If you could find me anything along those lines, that'd be cool.

(Second and separate thought.) If a quote like that existed, even by a medical professional, that professional clearly doesn't have an idea of the diversity of available pharmaceuticals (including untapped ones) in proportion to the effects of cannabis.
