UN peacekeepers in south Lebanon contacted Israeli troops 10 times before an Israeli bomb killed four of them, an initial UN report says.
The post was hit by a precision-guided missile after six hours of shelling, diplomats familiar with the probe say.
UN-led crisis talks in Rome ended with no agreement to urge an immediate ceasefire between Israel and Hezbollah.
Eight Israeli soldiers have been killed in southern Lebanon - the biggest Israeli loss since the conflict began.
Twenty-two soldiers were injured in the clashes in the town of Bint Jbail, a strategically located Hezbollah stronghold.
Later, a massive explosion destroyed a several-storey building in the centre of Tyre housing the offices of a top Hezbollah commander lived.
He was not there at the time.
A senior Israel army general said he expected the fighting would continue for "several more weeks".
More than 400 Lebanese and 42 Israelis have died in two weeks of conflict, which began after Hezbollah captured two Israeli soldiers in a cross-border raid on 12 July.
In other developments:
Hezbollah fires more than 100 rockets into Israel, injuring 31 people, security and medical sources say
A Jordanian military plane arrived in Beirut to evacuate some of the most seriously wounded Lebanese civilians
Ten lorries loaded with food and medical supplies arrived in the southern town of Tyre from the capital, Beirut
Hezbollah's leader Hassan Nasrallah warned on TV that his organisation would begin firing rockets further south into Israel than Haifa
More than 300 people - mainly US and Australian citizens - who had been caught in the fighting in southern Lebanon are due to leave from Tyre on a Canadian ferry on Wednesday evening
Israeli regrets
The four unarmed UN observers from Austria, Canada, China and Finland, died after their UN post in the town of Khiam was hit by an Israeli air strike on Tuesday.
The UN report says each time the UN contacted Israeli forces, they were assured the firing would stop.
A senior Irish soldier working for the UN forces had warned the Israelis six times that their bombardment was endangering the lives of UN staff, Ireland's foreign ministry said.
Had Israel responded to the requests, "rather than deliberately ignoring them", the observers would still be alive, a diplomat familiar with the report said.
Israeli Prime Minister Ehud Olmert has expressed "deep regrets" over the deaths.
Israel is conducting an investigation into the incident.
It has rejected accusations made by UN Secretary General Kofi Annan that the targeting of the UN position was "apparently deliberate".
White House spokesman Tony Snow said "something went really wrong" to cause the deaths, but also said there was no reason to suggest the bombing was deliberate.
The UN Security Council is meeting to discuss the incident.
'Utmost urgency'
The Rome summit, called by US Secretary of State Condoleezza Rice, brought together EU and Arab nations plus the US and Russia, but not Israel, Iran or Syria.
The conference released a declaration expressing "determination to work immediately to reach with utmost urgency a ceasefire to put an end to the current hostilities".
It also said a ceasefire "must be lasting, permanent and sustainable".
The statement called for an international force with a UN mandate for south Lebanon, and the full implementation of existing UN Security Council resolutions calling for the disarming of militias and deployment of Lebanese troops in the border region.
Mr Annan said it was important to work with the countries of the region, including Syria and Iran, to find a solution to the crisis.
But Condoleezza Rice was critical of the role of both countries.
"It's not a question of talking to Syria, it's whether Syria's prepared to act," she said.
In an impassioned speech, Lebanese Prime Minister Fouad Siniora warned that more people would die if the ceasefire was delayed, and called for a Lebanese-Israeli prisoner exchange as part of plan to end the fighting.Great Spirit Reviewed by Great Spirit on . Check out this tidbit "The post was hit by a precision-guided missile after six hours of shelling, diplomats familiar with the probe say." seems the Israeli targeted them maybe they want no witnesses, cause the Israelis knew the U.N was there
What does precision guided missile mean
A munition capable of locating, identifying, and maneuvering to engage a point target with an accuracy sufficient to yield a high probability of destruction.

U.N. peacekeepiing force??? WHAT PEACE? It's a war!! Didn't all U.N. personel leave Iraq when we said it was going down? WHY would these people think their safe in an outpost on the border, in a war zone of all places? Would'nt that be nice for Hezbollah? Hey, just set up the launcher within' a mile of that outpost........that's the safe zone!

Israel has just declared war on the United Nations.
Kofi Anin is convening an emergency meeting of the security council, ahead of which he made this statement: "What the fuck are these lunatics doing now?"
Israel responed in a written statement: "We're doing whatever the fuck we want to do because it's good for Israel."
The U.S. supports Israel's declaration of war on the United Nations. John Bolton states: "We are in favor of a long and meaningful peace, but until then, we encourage and support Israel in their struggle against the lame ass U.N., who have nothing better to do in a war zone than to observe and report on the obvious."Those are my principles. If you don\'t like them I have others. -Groucho Marx

....and Bush asks slyly, "Wouldn't a long and meaningful WAR be more...profitable?"
Heads nod.
"Excellent," says Bush, rubbing his hands together in a Burns-like manner.

He is making that crap up.. and passing it as the truth. And the people who dont question anything that is said to them are buying it up. Expecially since it is coming from such a credible news source as some internet personality on cannibis.com.
I just watched a CNN special report on the life and times of the Hamas leader.. How he is such a great guy and how he trained his troops to deal with the opression of an invading force and how these troops were ready for the conflict at hand. They also did the story with the their flag over israels and said the Hamas are NOTHING like osama bin laden and the Al Quida.. damn man.. its bad to see press that jaded.. even if it is on the Communist News Network.
Asking israel to pull terrorists out of lebanon without callateral damage is like asking somebody to remove a bull from a china shop without breaking any dishes.. oh and to help you out they made sure to put the bull in the middle of the biggest room full of dishes..
If anyone even thinks they believe that UN bombing is being portrayed as a legitimate news event please go read the AP coverage of it. They bombed the building rockets were being fired out of.. of which 4 ppl were U.N. members... of which how many were HAMAS shooting missles at israel?? Oh but wait there are no terrorists in the U.N. Hamas is a legitimate goverment entity right? Legitimatly trying to ethniclly cleanse their way to world domination.
Id say just let israel do their thing but I know people with the mentality that hamas is right will never do anything about it.. their best bet would be to start terrorizing americans to get their point across and then I get to kill them.. and killing terrorists makes me happy

This mideast shit is getting ridiculous. 600 killed with a dozen of those being Hizbollah. Unnessary civilian casualties? i think so. The only two countries to support Isreal's unnessasary use of force? USA and Canada. Bush and his pawn Harper thats right. Israel has the biggest, most advanced military in the middle east and they can only kill a dozen Hizbollah while killing 600 citizens, and some members of the United Nations Interim Force in Lebanon. Israel has also used phosphorus incendiary bombs (a violation of international laws) and has been reported to be using "internationally prohibited weapons against civilians" The Israeli military is investigating (why? i have no idea. you'd think the military would know what weapons they use)
It was reported on 26 July that "at least 10 Lebanese ambulances bearing the emblem of the international red cross have [...] become targets in Israeli air strikes", resulting in the death of more than a dozen patients and emergency workers. Similarly, an ambulance struck by Israeli aircraft fire near Tyre was marked as belonging to the Shiite Amal militia, although that organisation is not acknowledged as a combatant in the conflict. on 24 July, the Red Cross said that "an Israeli missile hit two clearly marked Red Cross ambulances that were parked inside the Lebanese town of Qana evacuating civiliansâ??the wounded included a 60-year-old woman and 12-year-old boy who's now in a coma."
On the flip side it was also reported that Hezbollah has attacked two Israeli Merkava Ambulance tanks with anti-tank missiles, destroying both of them.
Israel invaded and occupied both the Gaza Strip and Southern Lebanon until 200 and 2005 respectively. After Ariel Sharon was hospitalized and no longer in power Ehud Olmert has now re-invaded those same areas. Seems more like trying to complete a failed mission to me.
