sound cutting program?
Blaze Media Pro. You can get a free shareware version and can use it to extract the audio from a movie file and save it as a WAV.
Get it here!
For the cutting part, i'd recommend CoolEdit Pro 2.0 which you can get for free on Kazaa or just download a demo!
