How inches of dirt is in each cup, it don't look like much roots need something to grow in I would filled up the cups to a least three quarter full or more that way the roots could grow down futher and you will have stronger plant and better survival rate. I would probaly wait until they show some fan leaves and transplant them to bigger grow containers as soon as possible. No root system No Plant. good Luck on your grow and let us know how they do.
