What might have happened is that the cannabis seeds haven't germinated and you are seeing seeds that were in the soil/compost mix/blown in by the wind etc etc etc.
If you have any more seeds try the paper towel method - wet some kitchen roll/paper towel and place your seeds inside. Keep in a stable cool place and keep them out of the sun. Leave them for 24hrs and then take a look.
The shell of the seed should break open and a small white root will poke out - this way you know the seed has germinated.
You can then pot the seed and will have a small shoot appearing quickly with some luck.
