What kind of lease do you have? Yearly, month to month, section 8?
Take everything written from the landlord and take it to a lawyer, have your lawyer contact your landlord.

Maybe this landlord thinks he can just push you around. If you have a contract, he can't go back on it. You said you went ahead and put in a 220 volt......did landlord agree to that? Was it installed by a professional?
