It's not from a tobacco shop, there's this little booth at a concert venue that sells pipes. But I figure that if they're using the old "They're for tobacco, man" excuse, then they probably wouldn't sell to me. Then again, they might be stoner hippies that don't give a fuck.

as far as i know its not illegal, a friend and i went into a tobacco store and baught a bong, they said because we werent purchasing tobacco it was fine

Tobacco is illegal for anyone under 18 nation wide and pipes are ok. Just make sure you use words like tobacco pipe and not bong. Using the word bong will get you thrown out of head shops around here.
