Shouldn't you be sure that it's the actual owner of the account? Any possibility someone that doesn't like them got onto their account to get them banned?

That's true but it means that the owner of the account let out his/her password. And in which case if someone was lucky enough to just access the account or if a "friend" turned on a person, some of us (mods) have our e-mail addys in our sig and would be very happy to lift the ban.
