First of all, Zandors comments are all valid - as usual.
I don't know about that fluoro but it doesn't look like 200watts to me.
Scrap the foil itā??s too noisy and easily ripped. Find some mylar. Cover all surfaces with it.
Like Zandor said, get 1 or 2 40watt CFLs in there. And a small fan. You will need to somehow cater for just enough ventilation to keep temperatures controlled. I just left a gap at the bottom and top of the door.
Again, like Zandor said - be aware that odor will be an issue.
I prefer 5000K+ range CFLs. Only because the plant seems to like it more.
My experimental box is approx 28inches high, 18inches across and 20 inches deep.
If you wanted to finish a grow in that box then I recommend adopting a very basic, small, hand watered type hydro system.
Otherwise that setup will be fine for vegging prior to transplant.
I yielded just shy of 2ounces, bone dry and totally by accident on my first attempt. I didn't plan for such a yield and could've gotten more with some more creative LST. Also I was vegging and still flowering the first week with just one 23Watt 6500K CFL. It wasn't until then I swapped in the 5000K CFL. I then flowered for 4 more weeks before I also added a 48Watt 3000K CFL.
I also didn't utilize all the space properly. Especially vertically.
The key to yield I believe is maintaining optimum plant health and using a soil less medium.

Please do yourself and all of us a favour and remove the heat lamp, if your going to have something that creates so much heat, then why not match it with lumens, go for a 400watt High Pressure Sodium with stainless steel reflector, this will help redirect any lost light.
I use a 400watt for vegitation (18/6) and flowering (12/12) but only fluorescent light for clones..........
you will find that with a 400w, you'll get beautiful leaf coverage, and nice early branching, for ultimate growth always keep at a regulated distance of about 12-14" from the top of the plants to the light bulb/globe.
But if you don't have the spare cash laying around i agree with Zandor!
you should listen to him, he is wise!

good advice from all you guys, I'm remodeling the whole setup as we speak (getting rid of the heat lamp right now should make u guys happy): looking into buying the pylar tomorrow along w/ two good flo. lights like in the advice 2 comments above this. Looking into fans, and I can't wait to plant these seeds guys, I have them right now and they came from a very good weed, from really nice light green mj buds. Their smoke was an excellent high and I hope anything I grow from their seeds will provide the same. I'd remove those bad idea pics but I can't, so thanks for the advice again and ~PEACE~
