it is fine for the fan to go off when the lights are off..

the reasons you would want to leave it on..

    1. disrupted bugs
    2. reduce moisture/condensation build up

    reasons you want it off

    1. fans blowing on budding plants creates a lot of smell
    2. allow fans to rest

feel free to add to either of these lists.. LOL

If you can afford a proper Ph pen you are better off. Those drips are ok to start with but if you want to work you Ph as your experience grows then they are not accurate enough to fine tune like that.

I leave my fan on at all times, personally, just so that the plants get fresh air (e.g. air containing co2). The plants consume the co2 in the air they 'breathe', so keeping the air moving is good for them, just as it's good for miners to have fresh air for the oxygen they need. The only time I turn off the fans is when someone needs to enter the room for some reason, and I don't want to advertise what's going on.
