I don't know if bags go through random x-ray checks or everyone goes through them. People get firearms confiscated all the time. But if you declare them and pack them properly/legally, they're fine. That would suggest that there is a strong possibility that at least some bags get xrayed. Whether it picks up plant matter depends on the sensitivity of the machine being used.
