In New York, there's been many cases of subway riders being pushed onto the tracks, and killed, by mentally-ill, violent "homeless" people. There are many other horrendous crimes committed by these people.

The situation started, over 25 years ago, when NYS (then) Governor Carey closed almost all of the state mental health hospitals, and many of the former residents, which numbered in the thousands, went to SRO hotels (at the taxpayers' expense) in NYC. Governor Carey wanted to give them community based mental health care.
