tobacco most likely ... the fellas over the pond like to roll with both ... my british friend always rolls with some nice pipe tobacco .. i enjoy them every now and then, it's a different flavor for sure and the high is still always good .. just a bit harsher on the lungs in my opinion. very nice spliff roll too ...
