That's an urban legend about Fred Rogers, and it's a funny one considering the peace-loving person he was! He was never in the military and never any sort of sniper or soldier. You can read how this story has been debunked on tons of urban legend Web sites, and if you read his biographies, you'll see he was busy being a puppeteer or studying to be a Presbyterian minister during the times wars were on that he'd have been eligible for.
