Get yourself some flouros or a HPS lamp from Home Depot or similar.
Get a good organic soil, with lots of perlite to start with.
Transplant that seedling into a bigger pot in a few days.
Best not to add ANYTHING to the soil as a fertalizer for some time.
Let it grow, and when you see the leaves turning a bit yellow, add 1/4 strength anything thats high in N (N-P-K)(12-6-2)
Buy a timer, and let your light run 16 hour on, 8 hours off
Grow in a light proof area, so when the lights off, NO light gets in, no light at all.
When your plant is a few feet tall you can flower by simply setting your timer to 12 hours on, 12 hours off.
Switch to a 1/4 strength high P nutrient(N-P-K)
Expect your first try to fail
