    Howdy erceg !

The next meeting of the Medical Board of California's Division of
    Medical Quality (DMQ), will meet:
July 27, 28 Friday (I will be attending only Friday July 28)
    Embassy Suites
    150 Anza Boulevard
    Burlingame, CA 94010
    (650) 342-4600

The Division of Medical Quality (DMQ) meeting starts promptly at 8am on
    Friday July 28

I plan to attend along and speak during the public comment period.
I know of at least three others going.
If anyone else wished to attend and/or make a public comment, either as
a patient, or as a patient advocate, I would encourage it.

Although "medical cannabis" is not technically on the agenda, in light
of the San Diego raids, and reported investigations of more doctors, I
feel it is important to make a statement.
    http://www.medbd.ca.gov/meetings.htm for agenda

As you know, I advocate for the most safe and most appropriate
standards for the practice of medicine in general, and for
medical-legal consultations in particular, that can be most defended in
a court of law, and/or to one's peers at the Medical Board.
And I have disdain for doctors who cheapen the protective effect of the
medical-legal consultation by cutting corners and "cranking 'em out."

However, I don't presently have enough information about the particular
dispensaries or the particular doctors involved to judge them.
I know there are a number of embarrassing low standards clinics around,
but fortunately, they are the minority, and often, the ones accused and
denigrated, actually have the best standards. We shall see.

What I DO know is that when access to medical cannabis is denied, it's
the sickest who suffer the most.

    peace and health,
    Frank Lucido M.D.

ps: Due to the innuendo and slant of the San Diego news stories, I
decided to go right to the San Diego County DA's Press Release to see
what the charges and evidence were.
Forgive my flippant comments below... I couldn't help it.

    > Illegal Medical Marijuana Dispensaries Raided in
    > San Diego County, Owners Face Drug Charges

    > San Diego County District Attorney Bonnie M. Dumanis and U.S.
    Attorney
    > Carol Lam
    > announced today that several illegal medical marijuana dispensaries
    > were closed down while the
    > business owners were arrested, after raids throughout the San Diego
    > area.
    > Law enforcement agents and officers from the San Diego Police
    > Department, San Diego
    > SheriffÃ?s Office, Drug Enforcement Administration and the
    multi-agency
    > Narcotics Task Force
    > served 13 state search warrants on marijuana dispensaries located in
    > the city and county of San
    > Diego. These warrants were served in conjunction with federal search
    > warrants served by DEA
    > for the cases being prosecuted by the US AttorneyÃ?s office.
    > Ã?Our office has no intention of stopping those who are chronically
    ill
    > with AIDS, Glaucoma and
    > cancer from obtaining any legally-prescribed drug, including medical
    > marijuana, to help them
    > ease their pain DA Dumanis said.

"Our office" (San Diego DA) but no mention of DEA

    > Ã?Proposition 215 is being severely abused and it has led to
    > the neighborhood pot dealer opening up storefronts from La Jolla to
    > Ocean Beach to North
    > Park.Ã?

This is a conjecture or accusation disguised as fact.
And a pretty strong conclusion you are making while presenting no
    evidence.

This conjecture might certainly be true, but so far you point out no
    probable cause
If it turns out not to be true, how do you repair the damage you have
done to legitimate patients and their caregivers?

    > The joint effort began in September 2005 after law enforcement
    > received numerous complaints
    > from nearby residents in the neighborhoods where these illegal drug
    > dealers were disguised as
    > so-called medical marijuana dispensaries.

"disguised" is an interesting spin. So is "so-called".
Whereas the narcs were "disguised" as "so-called" law enforcers,
rather than the law breakers they were ordered to be..?

    > The investigation covered two areas of concern. First was the
    > proliferation of physician
    > recommendations for the medical use of marijuana.

    Who made the complaint?
    Who did they complain to?
    AND:
How do I obtain the entire complaint?

    > Marijuana recommendations for six months
    > or one year, which could be purchased from some specific doctors,
    > appeared to be openly sold to
    > anyone who had the cash for it.

"appeared to be sold to anyone who had the cash for it"
You know, that's how I saw it go down in Walgreen's last week! I was
standing in line for my prescription, and it appeared to this trained
observer, that the only criteria for sale was ability to pay!
I actually saw a poor person denied their medicine.
I felt embarrassed to be observing this.

    > Law enforcement was encountering numerous apparently
    > healthy individuals in their late teens or early 20Ã?s in possession
    of
    > these recommendations.

It looks to me to be a violation of the Americans with Disability Act
to prejudge a person by their physical appearance. I'm glad the ACLU
is involved. Some heads may roll at both the San Diego Police and
Sherriff's Departments, as well as the DEA if even some of them turn
out to have serious illness. And I'd like to see what involvement
there may have been from the Medical Board of California.

    > Secondly, the investigation focused on the more than 20 store fronts
    > that opened up throughout
    > the city of San Diego that would then sell marijuana to anyone with a
    > recommendation or a
    > caregiver form signed by the same doctors.

Again, I saw the same thing in Walgreen's!

    > SDPD used undercover officers to talk to several doctors and obtain
    > open-ended marijuana
    > recommendations based upon self-reported, vague complaints of
    ailments.

hmm??? "open-ended" that wouldn't be smart of the doctor if it was
open-ended timewise, but I need clarification of what they actually
mean. If they just mean that it didn't have a diagnosis, that is good
    for patient confidentiality.

    > The forms purchased
    > allowed the agents to buy marijuana many times and from many
    locations.

News Flash: Since the sixties, marijuana has NEVER been hard to find!
These raids will only hurt the sickest and the least able.

    > The DAÃ?s Office has
    > filed complaints with the Medical Board against several marijuana
    > doctors.

I'll be happy to read any and all complaints.
I've read the complaints about half of the dozen doctors I know who
have been investigated, as well as some of MBC's expert's.

    > Some of these stores not only sold marijuana, but also food products
    > such as cookies and candy
    > laced with marijuana. The candy is clearly marketed for young
    > consumers.

Some find medical cannabis to taste, well, like grass!
There is an old saying: A little bit of sugar makes the medicine go
    down.

Most edibles are in sweetened form, like brownies, cookies or candy,
    although some are in tinctures.
I did a google search and found sweetened forms of many
pharmaceuticals, including Lisinopril (sweetened with Ora Sweet and Ora
    Plus and Simple Syrup)

Also found an online document about pharmaceutical dosage forms:
    http://www.dlis.dla.mil/FIIGDATA/A4510/chart1.htm
    ELIXIRS
Elixirs are sweetened, flavored, hydroalcoholic solutions with or
without medicinal agents and intended for oral use. They differ from
syrups in having a lower percentage of sweetening agents and a higher
percentage of alcohol. Elixirs and syrups have no distinguishing limits
of sweetening agents and alcohol; some preparations could qualify as
either elixir or syrup, and their designation may be arbitrary. Elixirs
are a pleasant tasting and easily administered dosage form. They have
the advantage over syrups of containing alcohol as a solvent for many
water-insoluble ingredients. The official elixirs are used as vehicles
or for the therapeutic effect of the medicinal substances that they
    contain.

    SYRUPS
    -
Syrups are sweet aqueous solutions with or without flavoring and
medicinal agents and intended for oral use. An aqueous solutions
containing 85 per cent sucrose (saturated) is known as simple syrup.
All other syrups contain either flavoring or medicinal agents or both.
Most syrups contain sucrose as the sweetening agent, with liquid
glucose, dextrose, and glycerin being used occasionally. Syrups may
contain a small concentration of alcohol as a preservative or as a
    solvent to incorporate flavors.
Official syrups may be divided into two groups: those used as vehicles
and those used for their medicinal effect. Medicated syrups are syrups
containing a medicinal agent, e.g., Docusate Sodium Syrup.
Some sugarless syrups contain sweetening agents such as saccharin and
sorbitol, and contain thickening agents such as cellulosic gums.

    > Some of the stores
    > had promotions such a Free Doobie Monday and frequent buyer programs.

    Wow, just like Safeway!
and they have a pharmacy too!
(Pretty tacky, but not necesarily illegal.)

    > The DAÃ?s Office has filed charges including sale of marijuana
    > (HS11360) and possession of
    > marijuana for sale (HS11359). The charges carry maximum sentences of
    > four years and three
    > years in prison, respectively. Following is a list of dispensaries

    Howdy erceg !

    Howdy erceg,

Thanx for the glimpse into the inner details of what's going on out there,in regards to the dispensaries.

Well..I'm another year older.. ..and I got more gray hair and whiskers,to go along with it..lol. I had a nice long visit with my daughter, she even made me some low-carb,chicken fajitas for lunch and washed up all of my dishes for me too

She wishes that we had some medical-marijuana clubs here too..and i hope that someday we will. I'll be voting for Kinky Friedmann to be the govenor here, because he's the most likely to support medical-marijuana,out of the rest of the candidates here.

Thank you for all that do,to advance the cause of medical marijuana:thumbsup:

Have a good several ! :stoned: :stoned: :stoned:
