This is my planned setup. Would this be alright for one to two plants. Any help would be appriacted.

dont use anything black it eats up light and causes heat no curtain! and dont use foil just paint the wall flat white it will work alot better. and why do you have 2 18 watts + 13 watts in veg and only 2 18 watts in flowering chamber the flowering chamber is going to need more light than veg. also remember to buy the right kind of flours if your going to have to different chambers. cool blue 4 veg, warm or full spectrum for flower. you could consider running a light down the side of the flower chamber for added grow and density. is this going to be in a cabinet or r u going to build this or do you already have something. dont forget intake hole and outake for fresh air. well your idea is good just needs some tweaking, good luck!

this is my sort of setup at the mo but there is only one chamber so i can't have one plant in veg and one plant in flower simutanously. The Compact floros in the flowering chamber are going to be 42w warm white, would this be ok?
I will only be growing one plant in each chamber at any one time so, as this is in a cupboard/closet, would i be able to get away with just opening the door to allow fresh air instead of an intake and outake?
Any other tips would be good.

your heights a bit too small for flowering add a couple of feet.

Its also better if you keep the fan at the flowering section, that way the humidity lowers and prevents bud rot and mold. Plants during veg likes a little more humidity than when they flower.

I wouldn't rely on foil as your source of reflection mylar and visqueen reflect 90-95% percent light if you go with mylar i recommend 2mil and a out take fan in your flowering room to get rid of excessive heat from most hid lamps

Just over 2 feet of height? that's gonna be very very tight. you'll probably want to look into LST or SOG to maximize your vertical limits.
check out HTG's little T5 lamp...2 bulbs, 10,000 lumens...$70...
High Tech Garden Supply
I'd do 1 of those in your veg and 2 of them in your flower. that'd probably max you out as far as space is concerned and with very little heat.
