We talked about doing somthing next (this) summer and it looked like we would, but then we left and we never got phone numbers and stuff(we live far away). Yeah, just call him up . Tell him you were doing something and it reminded you of the previous summer. Definitely call him - it's hard enough to meet cool people in this world. And you don't have to suggest hanging with him right away...just call to talk and stuff and then maybe mention getting together....
