Schwag is schwag usually for a few reasons. It was cut prematurely, and more often than naught it's been sitting around for well over a year which means if it's been exposed to a lot of sunlight, you can say goodbye to the THC.

As oxidation takes place the THC will also degrade.

Cutting prematurely doesn't take the crop to it's fullest potential.

Usually when grown in mass quantities, the growers won't take the time to take out the males/hermies from the females. This causes the plant to focus it's energy on creating seeds instead of that all-loving THC.

To get it across the border, it's sometimes sprayed down with windex/ammonia/? to cut the smell down drastically. =Headache.
