Well, as I understand it, proper hash has THC levels in the high 70's. I think you're getting the 40% from improperly made hash, because when hash is made properly it's very close near pure THC. Also, hash OIL -is- almost pure THC, this budder you speak of is not the only thing with such a close to 100% THC rating.

Just think about it, you take solidified hash which is very high in THC content and then extract the THC from it with oil and a press...
