    Katherine Harris, the states Chief Election Officer, stepped down as Secretary of State to comply with Florida law after discovering that she had made a procedural mistake. Florida's resign-to-run law requires candidates to file a letter stating their intent to resign immediately when he/she qualifies to run for another office. If candidates don't do so, state law says they must resign immediately. When Harris qualified to run for the 13th Congressional District, the letter should have been filed that day. So what does Katherine Harris have to say?

    "I made a mistake in not filing a letter of resignation at the time I qualified for my congressional race," Harris said at an emergency news conference, where aides quickly took her away while reporters attempted to continue their line of questioning.

    Harris claimed that she didn't think the law applied to her, since her elected position was to be abolished January 1, 2003. The position of Secretary of State is being turned into an appointed agency head, and Governor Jeb Bush will choose her successor.

    Katherine Harris wrote a three-page letter to Governor Bush, dated August 1st, stating that it would be difficult to maintain her position as Secretary of State and manage her new campaign. Harris made her resignation retroactive to July 15th in order to comply with the resign-to-run law. Katie Muniz, a spokeswoman for Bush, said the Governor had accepted the resignation and Harris would continue as acting Secretary of State until her successor is appointed.

    Harris has been under scrutiny for other things including travel spending exceeding $106,000 in her first 22 months in office, more than any other cabinet worker and the Governor, and files found on her computer that seemed to indicate she was promoting George W. Bush's presidential campaign.

    So, could the latest set of mishaps have an impact on her run for congress? In Katherine Harris's own words, "My action does not affect my campaign for Congress. I addressed this situation quickly and directly. By law, my resignation took effect the day I qualified. As you know, I'm a stickler for the rule of law."
