Reduce the transmission, not prevent it alltogether.

When Condom people were being interrogated by congress about the effectiveness of condoms, they said (this is straight from the tapes) "Condoms only prevent HIV in both men and women, all the other STD's may still be transmitted." "Well, then why don't you tell people that?" "Because it will kill young women!" "What do you mean?" "Well, if we tell the public that the condom only prevents ONE STD, they are likely to stop using them and throw away any beneficial effects of having one on."
