Tomatoes and Peppers

If your located in or around West Virginia and considering all the rain we've been getting would now be a good or bad time to plant tomatoes and peppers outside?

I know this is sort of a grow question, but this seemed like the best section to pose this question.

I don't live in W virginny, but farther south. If you have healthy big seedlings you can probably yield some decent fruit, but you are a little on the late side. plant now, you will probably be OK. for the future, post this type question in this thread...if you don't mind.
