Of course, any intelligent person wouldn't perform duties as any of the above when stoned or under the influence in any way. Nonetheless, its most likely a moot point as to whether he/she has smoked weed recently or not..especially since random drug testing is part of the job.

Should he/she refrain from smoking entirely?

If you are responsible for the lives of others, should you not smoke? Even though it has no impact on safety? (ie. smoking weed the night before an instructional flight lesson probably has less negative impact than getting drunk -- and there's an 8 hour rule for drinking).
