my room is 12 feet long by 4.5 feet wide and 7.5 feet high and have a 400 watt is this enough, it is on a light mover and the walls are painted white

i would get one for every 4 feet and make them close to the plants.

You might want to consider a light mover, which will move the light to and fro along the 12 feet(3.6M) distance. But i'd also agree with llamaman666.

it's already on a mover...silly

which will work fine but i'd limit the mover's run to 8' with the 400...also you do NOT want the light close to the plants...unless ya like your babies crispy. hang the light just above the spot where the back of your hand begins to feel uncomfortable under a hot light then watch closely as they grow and adjust as needed.

like llama said 1 for about every 4 feet is good more light better yeld, remember ventilation. if you have a glass coverd air cooled hood you can get away with your lights being fairly close to you plants. with more light and a room that size you should have a great grow good luck!
