It all depends on the strain I am growing. Some are a waste of time at <1 foot unless you top it a couple of times. I tend to grow a bushy plant 20" from the top of the soil before flowering. Alot of people rush to flower in order to have some smoke, but I would not even bother with a set-up for such a small amount of finished product.

I know it's totally up to the grower to decide when they want to start flowering, but i just want to get a feel from some experienced people out there. In theory....i i were to start flowering after my babies were only 2 inches high...would they still flower? maybe enough to get a joint or something? I"m not doing that...but its just theoretical.. I let mine range from 18"-24". Keeps them manageable in the area I've got (height) and their not crowded so there's plenty of light to go around.
