Couple questions..
Careful with it, then. It's sensitive, so be very selective of the areas you decide to open up. And by open up I mean just barely shave off the dried parts on the corresponding halves until the 'sap' comes up.
Remember, both halves that meet must be moist with the blood and viscera of the plant, and then moistened with water before being taped. This time, make sure it's tight, but not so tight that it restricts the stem's nutrient/water uptake efficiency.
..Sorry, there was no gentle way of putting that first part. I couldn't help myself.

A white powdery substance?
I don't know of any deficiency that'd deposit matter on the leaf's surface -- no, it's not a deficiency.
Are you spraying anything on the leaves -- foliar feeding with any diluted nutrients, maybe your water's hard?
Although, as Krogith suggested, it sounds oddly like a mold.

Couple questions..
Ah, let's try to figure this one out..
When did you last foliar feed; and what did you add to it, if anything? Water with a higher EC can burn/bleach spots on leaves under lighting. This can be attributed to 'chemical' burn under particularly hot lamps, or even just the prism of light the water creates and concentrates on the sections of leaves the water's beaded on, and that doesn't require any nutrients in the water.
The powder, I think, might be lime deposits from either hard water; or nutrient deposits from when the water evaporated, leaving whatever you might have added behind.
What kind of lighting are you using?
